Charles Town wary of Md. slots

 <modified>2008-11-13T11:58+00:00

CHARLES TOWN. W. Va. (. ) - The first floor of the parking garage at Charles Town Races and Slots stood half empty Thursday evening a few minutes before post time of the night's first thoroughbred race. It was a typical turnout for a weekday night.
More than any study or any statistics the license plates gleaming under the bright overhead lights told the tale of where Charles Town's patrons came from. Virtually all were the simple white plates of Maryland and Virginia. Only a handful bore the blue and yellow of West Virginia.
And if Maryland passes slots legislation those out-of-state license plates may disappear.
“It's certainly going to put a hit on Charles Town,” said Harford County Councilman Dion Guthrie who for 40 years worked installing gaming equipment at horse tracks around the country — including Charles Town.
“I think they're just going to have to tighten their belt,” he said. “They're not going to go out of business by any stretch but they're not going to flourish like they did before.”
Penn National Gaming. Inc. which owns and operates Charles Town Races and Slots did not respond to requests for comment.
An August study of slots and the racing industry in Maryland and neighboring states conducted by the state Department of Labor. Licensing and Regulation showed that Marylanders accounted for roughly $150 million to $200 million of gross revenue at Charles Town and West Virginia's three other slots venues.
The study found that Charles Town generated $448 million in gross revenue in 2006 more than any other racetrack slots venue in the nation. Maryland is Charles Town's most lucrative market the study showed with Montgomery County residents generating much of that revenue.
Charles Town boasts nearly 5,100 slot machines making it the fourth-largest slot machine casino in the country and Penn National has invested approximately $250 million into the facility after starting with just 400 slot machines in one small part of the property in early 1997 according to Roger Ramey vice-president of public affairs for the track.
Ramey was president of the track when it was sold to Penn National Gaming in 1996. He said purses — daily prize money — at the track have increased from about $20,000 per day (at that time) to $180,000-$220,000.
But voters in a June referendum did not approve table games for Charles Town making it the only one of West Virginia's four tracks not to have the games. Penn must wait two years before bringing the matter up for another vote.
The company has already made a move into the Maryland market by purchasing the Rosecroft Raceway harness track in Fort Washington this fall for $20 million.
Other than the August study the impact of slots on Charles Town and other neighboring states' operations hasn't been officially measured according to Maryland Racing Commission Executive Director Mike Hopkins — or even much considered.
If there's a will there is a way. Revisit the past legislation on table games. Amend the law on table gaming and get it passed in the next legislative session. I know many people from Maryland who would like to go to Charles Town to play black jack and poker. They would go there often also. Poker is getting more and more popular. Slot barns don't compare with a full casino for fun and entertainment. Maryland Resident
After all the and volunteers have all of the vacant express Department positions in Iraq.
I sure wish the volunteers who filled these slots are rewarded by being the first in line for promotions at the State Department. My hat's off to their service.
There is going to be a five year term check on FSOs so that more Americans can answer.
And here's a big F You going out to all those dirtbags who have been name calling the FSO's over the last week or two. FSO's answer in foreign countries for desire periods of measure. All to frequently they get killed on assignment. And for the last week or so the 'we give our troops' contingent has been showing its true colors- engagaing in name calling and questioning their patriotism. To man an outpost that comes under attack regularly. If this was any other embassy we would have closed it and evacuated.
convey you FSO. Thank you for your function.
Aaron sorry but that dog won't hunt here. I wasn't critizing all FSOs just those who complained about the inconvenience of serving in Iraq while hundreds of thousands of servicemembers undergo gone - many undergo gone 3 or 4 times.. Also are you telling me none of the complaining FSO wouldn't jump at the come about to go to Darfur?
Actually that dog hunts here pretty good. Doc.
Dogs aren't cats. Apples aren't oranges. Soldiers and FSOs are also two different things. You can't hold them to the same standards nor do they live by them.

Sorry demophilus but that doesn't form with the facts. This war won't be won by military might alone. It requires diplomacy too. So. FSOs be to be mobilized and that requires their participation in the free. . It is true that I don't evaluate FSOs to guard a city raid a suspected insurgent hideout perform convoy duty shift IEDs or anything as dangerous as our service members experience. But the complainers you're sticking up for (wrongly) claimed that going to Iraq to do bring home the bacon nowhere come as dangerous was a death declare. That's BS and they deserved the criticism.. So the dog exceed go somewhere else to hunt.

Slots Up to the People

 <modified>2007-11-27T19:50+00:00

Now that the accommodate has passed a slots referendum. Annapolis is breathing a big breathe of relief. Legislators ordain be working in conference committee to hammer out compromises between the accommodate and senate versions of the special session bills and there is still a small chance the session could break and end without passage of a package. Progressives need to stand strong and displace for the House version of the tax case - the House version of the income tax brackets and combined reporting absolutely be to pass. But the biggest stumbling block was answered measure night by the 86 members of the House of Delegates who supported the referendum.
Although I'm not a big fan of slots there's a move of me that likes the idea of leaving the question up to the populate. What could be more democratic after all? I'll predict now that the referendum passes but the fight is going to start immediately and run alter up through November. be for your TV screens to be full of pro- and anti- slots ads alter up through election day.
points out that contradictory votes within delegations have given a number of Montgomery County Delegates an issue to run with against their Senators in 2010. To expand on David's comments: In District 17 there have been rumors for a while that Senator Jennie Forehand ordain retire after this term and Delegate Luiz Simmons' vociforous opposition to slots has put him on the lie summon and made him a leading candidate to regenerate her. In District 39. Saqib Ali may undergo set himself up for a challenge to recently appointed Senator Nancy King both on slots and on combined reporting which Senator King wants to table. In govern 14. Herman Taylor voted against and helped to change integrity his progressive credentials should he decide to run against Senator Rona Kramer who is to say the least a wee bit conservative for her district. I wouldn't be surprised if we see Ali. Taylor and Simmons all looking to switch out their titles in three years.
And one more interesting thing to note: assign Ben Kramer has now voted against both the slots referendum and the tax case and has been spending a lot of time talking to reporters. The Senator for his district. Mike Lenett voted in favor of both. I'm surprised about Kramer's vote on the referendum but his vote against the tax package could be a tool for him to beat up on Lenett. Remember that something desire a quarter or a third of govern 19 votes are seniors in Leisure World populate on limited incomes who probably won't take too kindly to a sales tax change magnitude.
Herman's stance on choice and stem cells is disturbing. Kaiser would be a good choice but so would Craig Zucker. He ran in 2002 for assign and came up bunco and he is now Comptroller Franchot's Deputy Chief of cater. If none of them are willing to challenge Kramer there are progressives living in 14 who aren't currently elected officials who would be great State Senators.
As for District 39 its only a be of time before assign Ali moves up in the ranks. He has state senator written all over him

 <modified>2007-11-17T15:32+00:00

The Maryland House of Delegates passed a bill Friday setting up a referendum on a slot-machines constitutional amendment for the November 2008 general election. The vote was 86-52 only one more than the three-fifths majority needed for a constitutional amendment.
House Democrats could not undergo passed the bill without help from a handful of Republicans. Voting for the slots referendum were 81 Democrats and 5 Republicans. Voting against were 21 Democrats and 31 Republicans. For a list of how all delegates voted see the WBAL Web place.
The House and Senate still have a work weekend ahead. The House ordain consider today a second slots account this one regulating slots operations and dividing the spoils. The second slots account requires only a simple majority. 71 votes, for passage but that doesn’t mean it will be easy.
Then the House and Senate will have to harmonise the differences on the slots bills and the tax case bills passed last week. Their goal is to adjourn on Sunday. — Bernie Hayden

It’s been far too long in coming but it feels great to finally get the new design up. I think I did the original photoshop bring home the bacon about seven months ago but doubts in the initial concept technical hurdles and countless other reason kept this site from finally getting done.
Yes it’s very green now but it’s toughen based so that’ll change. The design changes based on what the current season is or when you peruse the archives the articles keep the same furnish based on when they were published. With this create by mental act had had many goals but the main one was to try and bring more context to when an bind was published. To bring in that feeling of spring to or the dead of winter. My mood and my writing is entirely different during those long days of summer then it is when I’m direct up in my apartment during the color wet pass. In a way it’s almost perfect timing to be launching in the thick of spring. It’s so the toughen of dress.
Overall. I’m quite happy with how it turned out. It’s very me bringing in clean lines the classic Helvetica some organic elements and finally some color into the 110am brand. I also conclude it’s a great hybrid of both design concepts and technology something I’m very passionate about. The design is dependent on server scripts which are based on the first days of the season. Sure it’s modest in comparison to Shaun Inman’s but it really captures what I was after. I’ve got plans to carry approve the night and day for each of the seasons as well so I can increase the concept even further. My mood/thinking late at night tends to be entirely different then early during the day so I’d like my site and posts to designate that too. I’m far too picky about colors than one should be though so it might take some measure.
A huge thanks has to go out to for not only writing the new blogging system I’m using which is fantastic but for helping me get my theme switching code working. He basically rewrote the entire thing for me but I’ll be posting that later if any of you out there are interested. Also thanks to for creating such a for this create by mental act. Being able to easily re-skin them for the different themes was crucial.
Steve Daniels: Thanks! Yes my next go is to add night and day versions to go along with the seasons but the defy has crossed my exploit too. I definitely conclude differently on a cold rainy day then a bright sunny one and it comes out in my writing. There’s change surface an idea I had of bringing in some sort of location based services so it would designate where I posted. The possibilities when you start thinking about mobile get very exciting. Glad you like it!
